Disney Obsessed can correct me if I am wrong, but I think they are referring to the time of day you can start making your fast pass + selections on MDE when you hit your 60/30 days out mark, depending if your stay is onsite or offsite.

Kinda related: does anyone know if Disney "holds" availability for those staying off site on the 30 day mark? I canceled my trip cause of Irma and since I rebooked during a much busier time period, am wondering the odds of getting popular attractions. I had 2 for 7DMT and 1 for FOP for my original dates. Is there any hope on the 30 day mark for either?

It is highly unlikely that they would retain your FP+ selections in that your original reservation was cancelled (through no fault of your own.) I do not believe that they 'hold' availability for off-site visitors, but you might get lucky.
Keep hoping, and keep trying...You never know when FP+ options may open up - cancellations and such DO occur.
