John Cleese is correct. I refrained from "Watery Fowls" as a clue which only a fan of the British comedy Fawlty Towers from 1975 would get. "Q" was from the James Bond film "Die Another Day" (2002) and Nick was from Harry Potter.

Global domination referred to the trying to win the "Wings Around The Globe" race

Screw loose referred to Bulldog's propeller or what could have caused his oil leak.

Very good reasoning, I like it. But not what character I was looking for. I fear this character may be a little more obscure. Probably lost in the shuffle of Disney animated feature films...

Quite a few movies in 2005. I was still guessing as I didn't know if he spoke or not but saw there were 4 of them and he had a bowl of water on his head.
