Weird room pricing

Just noticed something weird on the official DL site. For the dates Sept 13-19, it show that the price of an "upper level theme park view", is less expensive than a "standard view" room. Why is that? Also, around those dates, there are some nights where standard rooms are unavailable/fully booked. What's going on in mid september???

Around that time is the Haunted Mansion party and the D23 convension. I can imagine that there would be a lot of people there for both events.

What's the haunted mansion party? I know it's the anniversary, but what exactly is going on then?
