We've rented them anywhere from that many days out to just a few weeks. You should be fine whenever you decide to rent.
we haven't ever had a problem, and we usually reserve about a month out.
I only rented one time from Apple. I had a case of the "what if " anxiety and reserved it 3 months out.
I reserved one for my mom when I made our room ressies, about 10 months out. You don't have to pay until 3 days before you arrive so reserve now and you won't worry.:mickey:
Being a Planaholic I like to get things completed and not have to worry about forgetting to do something. I curently hold reservations for my scooter from Apple for our Jan. 2013 trip. I made them at 11 months out on the same day I made oue DVC room reservations. The good thing about Apple is they keep your credit card information with your confirmation of reservation but don't charge until the day before your arrival. There is one company out there (can't remember which one) that has you pay in full at the time you make the reservation.
As far as i know, there is no set time. I usually rent them as soon as i know for sure my dates. not because i feel they will be sold out, i just love the planning part of the vacation and so i try to get things done as soon as possible!
I usually reserve one as soon as my reservations are made.
In the past I've normally made a reservation pretty far out. However, my DS hurt his leg this past Monday at spring football practice to the point where he wasn't going to be able to walk much on our trip. We leave this Friday. I called up Apple Scooter and was able to get one with no problem. So, even less than a week out they were able to accommodate us.

Just wanted to pipe in that one year we were at WDW for President's Week. I had booked an ECV for prior to our cruise, and then decided a week before that I would probably need one for the time after our cruise. This was before I discovered Apple and was unable to book it through several other suppliers. We arrived at the MK on the later side (around 10:00) and I was unable to get an ECV there either.
My "lesson learned" was to book as soon as possible.
