I believe you have to have a ticket associated with your My Disney Experience account before you can make your reservations at the 60 day mark
Have to have a ticket to make FP+ reservations. Room reservations don't count.

Yes, you absolutely need to have your park ticket(s) linked in your account to make fast passes. The park ticket allows you to make the fast passes. The room reservation allows you to make them 60-days (plus the length of your stay) in advance. You must have a ticket linked for each person you are getting fast passes for.
It's probably not a concern, but not only do you need to have your park ticket(s), you have to have enough days on the tickets. If you have a 4-day pass, you can only make fast passes for up to 4 days.
