You need to register online in advance, and then you bring your ID to the will call window where you will be issued a voucher for admission. I believe it is only good for one person, not the whole family so you would still need to purchase a ticket.

DS will be celebrating his 4th birthday while we are down next week, it just so happens that we go during his birthday every year, this year will be extra special for him. I think it is a terrific promotion and something he will remember for a very long time.No, not everyone will be able to take advantage of it, but as with a Year of a Million Dreams, not everyone would be chosen. Disney does a great job of making each and every person feel special during every visit and this is just an extra-special bonus.
I am doing it next month, but a friend of our's did it a couple weeks ago. You go up to the designated window at each park. He said the line was really long and they had one person working it. I am not sure what time they open this window to start. I am excited about the FPs and single rider lines, shouldn't have to wait for anything and can maybe go on some things twice. Jessica, you should come over to Epcot that day and ride Mission Space with me!
