Can I make ADR's without having the Dining Plan?
Yes you can/should...
As DizneyRox said yes you should. The only difference is when you are seated or check in they will ask if you are on the dining plan.
The server will then inform you what you can order from the menu depending on which plan you have. If you are not on the plan you are not limited to what you can order without paying extra as you would on the dining plan.

Yes, anyone can make an ADR, whether you are on the dining plan or not, whether you are staying on site or not.
You can, and generally you should make an ADR for each place that you want to eat it. Walk-ups *may* be possible, but don't risk getting disappointed for somewhere you're counting on.
Also, keep in mind that, if you're staying on property, you can make reservations for all days of your stay 180 days from your arrival day. If not staying on property, you will have to wait for the 180 day mark to hit for every day that you'll be making a reservation. Not a huge deal unless you “Have to Have” a specific day and time for one of the more sought after restaurants.
