Is it allowed or discouraged to book dinner sitting and just order a couple of appetizers or dessert?

Not at all. Order whatever you want.

We do that all the time. Some of the best meals I've had at WDW have been just drinks and appetizers.

The pimento cheese fritters (with a jalapeno and red pepper jelly) at Boatwrights are amazing.

As others ave posted, no problem at all. My sister and I do this at WDW as well as other restaurants. We each order an appetizer and something like a charcuterie platter. Also, when my Mom travels with us, an appetizer is the perfect amount of food for her.

We do this all the time. My family actually tends to prefer appetizers and desserts instead of entrees.

So glad you asked this. I had been thinking the same thing. I knew it would be okay at Beaches and Creme but I wondered if it would be rude at say the Sci-Fi. Glad to know its perfectly acceptable.

We just did this at Kona Cafe on a Friday night. Small plates and a nice variety of tastes were just perfect. Throw the sushi we had, drinks, and one entree that DD had (Noodle Bowl with shrimp) and we were at at least $100 with tip. Now if you sat down and ordered drinks and asked for a loaf of bread, that might be a problem...

I do this often because as a vegetarian I find appetizers that I can eat, but often not entrees.

We had a very bad experience once, booked Jiko late, almost closing to go for dessert. The server was so upset, he actually made us change sections. Should've spoken to the manager, but we were just so shocked we didn't do anything, exept left a huge tip.

We like tea/coffee dessert later in evening. Only one time at California Grill did the waiter seem irritated but we still enjoyed.

We do this all the time - one of our favorite ways to enjoy some dinners. It's not unusual for us to order 3 or 4 appetizers and a couple desserts for a meal - we mix and match and share - very enjoyable. We have never had any issues with a server or restaurant.
