Are ADR's allowed to be made if you are staying offsite, don't have a package, and don't have a dining plan?

...or are ADR's something special for onsite guests only?

I believe you can make ADRs at 180 days out from the day you want to make the reservation.. you cannot take advantage of the 180+10 day option (making all reservations at the start of your trip since they don't have proof of when you are staying) i hope this makes sense

That's correct. Anyone can make ADRs. The only "special" perk on ADRs for onsite guests is the +10 days.

How do you do the +10? Do you have to call? I tried to book thru My Disney Experience online(I did register/link my Dec trip) and it only allows 180.

If you have your disney resort reservation linked to my disney experience they will automatically know and give you the +10 days. If its not you'll need to link it first. If you call the disney reservation line they will still need to know or look up your reservation to give you access to +10 days
