Are any counter service restaurants open during EMH at EPCOT?

Yes. Some but I don't think all.
I remember American pavilion always being opened during extra evening hours ... Some close a bit early like the crepes in France.

The Electric Umbrella was open the last time I was in EPCOT for EMH.
