Value resort ?

Since we are arriving a night early due to cheaper airfare & bringing friends along whom are a family of 5. My question is can 2 adults & 3 children stay in a value? 1 child is 5 & the other 2 kids are under age 2 at travel time. Not sure if they would have to move up to a Moderate resort to fit all 5.

I could be wrong but I believe you can have 5 in a value as long as one child is under 3. I'm sure someone will know for sure though
