I thought this would be an easy find but a week later I keeping running into dead ends so I thought I would see if someone here has an easy answer.

I do not own Adobe Creator (it cost WAY too much just for the one thing I need). I want to take existing PDF files and add a password requirement to open them. Is there anything out there that does this for little to no money?

I dont think so. If the file is already passworded by its creator it is a use only document.

In the past I have even tried to copy it to a word document, still no luck.

If the document is something that you created you could convert it to a word file and then password protect it as read only, or modifiable.

Have you tried CutePDF? It does a lot, I'm not 100% sure about the passwords, but it would be worth checking out!
