Does anyone know if disney has announced the free dining plan yet and if not when do they usually announce it

No, then have not. Promotions for the fall (which has been "free" dining the last few years) has been generally announced in April or May. However, at the moment they seem to be doing other types of promotions for the general public and using the "free" dining for pin codes and international guests, so it remains to be seen if they offer it to the general public this year.
