Garden Grill Characters Question

"4:20PM-4:55PM , 5:50PM-8:30PM (Includes Characters -Chip and Dale, Mickey Mouse, Pluto)**"

Does that mean that character appearances don't begin until 5:50?

They open at 4:30, and the characters will be there until closing.

We had a 4:30 in June and met all of the characters, 2x.
