We will be travelling with 18 month old twins at New Years.Do they need fast passes for the rides?

Since you don't buy park tickets for children under age 3 and you need park tickets to get fast passes, I would say the answer is no.

as long as u do not need a ticket to enter the park (and they don't) then they do not need fastpasses

Yes, they DO need a Fast Pass. You can get admission "tickets" for free for kids under three just for using in FP machines. Ask at guest services.

We asked at several of the FP rides in September and all of the CM's said that they didn't need FP's. (We made sure to ask everywhere because there are different procedures for some rides about swapping and whatnot.)

Its been a very long time since my kids were young enough to not need tickets, but I don't ever remember getting them fastpasses when they were that young. I don't remember ever asking for a "free" fastpass for the little one at the FP machines when getting the rest of our party's FPs.

definitely DO NOT need FPs. we had my just turned 2 DS on our last trip and no FPs were required for any rides that used the FP system

2 years ago when my daughter could get in for free we never had to have a fp for her. Have a magical trip.

My youngest began going to Disney at 9mos. Therefor, for nearly 2 1/2 yrs, we NEVER used a FP for him, and we go almost monthly. Apparently it's not required.

We used fastpass regularly last month and never needed one for our 18 month old. Why would they need one when they are lap riders without tickets?

Maybe that's a Disneyland thing? In Florida, we have never needed a fastpass for kids under 3, since they don't have a park pass. We've always been able to just bring them in the fast pass lineup with us for rides like Buzz Lightyear, Winnie The Pooh, etc. and nobody has ever suggested we need fp's for them.
