POR and the paddle boats

Can teen agers the age of 16 and 17 rent paddle boats on their own? What does it cost?

I've never rented one (although we've looked at them a couple of times), and I think I remember the cost to be around $15/hour.

I believe that anyone under 18 has to have a parent sign the release form, and then they can "drive" the boat themselves.
