We've made a few dining reservations (San Angel Inn and Tusker House) and will be travelling with our 5 month old son. He is a little small for a high chair, but we may try it.

Do we need to include him on the head count for making the reservations? Do they include a high chair as one person?

You nailed it. It's a head count. Doesn't matter who does or doesn't order food. An infant (or infants) that puts you at 6 guests or more will also put you into the automatic surcharge category, which is 18% these days.

Yes they need to know if you have an infant using a highchair as that requires space and not all tables at restaurants have room for highchairs...so it has to be known ahead of time.

You must include the infant regardless if you use a highchair or not...fire marshall rules to not have too many persons in an establishment.
