I read that members using their points staying at BLT are the only ones allowed at the lounge on the top of the building. We are taking my mom with us on our vacation this year and was wondering if she would be allowed to go there with us. We will be all in one room using our points but she is not a DVC member.

From the DVC Member website regarding the Top of the World Lounge:

Due to anticipated high demand for this location, access is available only to Disney Vacation Club Members who are staying at Bay Lake Tower using their Membership (Vacation Points or cash), guests staying in the room with that Member, and guests who are staying in a room reserved by a DVC Member with Vacation Points. Access is limited and available on a first-come, first-served basis.

She qualifies, as she is a guest of yours staying in your room. We were there in October and the view is wonderful!
