We will be taking my 2yo DS to Disney this April. When I am looking at prices for meals, the children's price is for kids 3-9. Does that mean I don't have to pay for my 2yo to eat, or if he eats, I pay the children's price, but if he's under 3 I don't have to pay if I bring his food?

If you go to a table service or counter service restaurant, you may bring food (or share yours) with your 2 yr old. If you order food for him, you will pay the child's meal price.
The only places you will not have to pay for your son to eat is at a buffet. Children under 3 eat free at buffets.
