Does anyone know of a specific person (preferably a manager or higher) in the Disney World Guest Relations Department that I could address a letter to?

I don't know of anyone specific you can complain to. Disney generally refers all complants to Guest Relations. (http://disneyworld.disney.go.com/contact/)

I have heard of a number of circumstances in which Disney folks have responded and resovled the issue.
