Are Osbourne lights closed to the public some nights?

I read somewhere that some evenings Hollywood Studios closes so that private parties can see Osbourne lights, but others cannot enter (such as for Pop Warner kids, etc). Is that true? Any way to know what those nights are in advance? We don't have park hopper passes and want to make sure our HS day is going to work for the light too. Thanks!
