We(3 people) are meeting friends(5 people) at WDW for a day in December. We are on the dining plan, they are not. Can I make dining reservations for the eight of us or do we all have to be on the dining plan?

You sort out the bill when the time comes.

No worries!

The only time it might get a bit tricky is if you're making ADR's for CRT, where you have to pay in advance. Otherwise, reserve away!
