Since the "free" dining is offered as an incentive to book a package (room/tickets + "free" dining), the answer is no. Disney gets to fill hotel rooms by offering "free" dining. They wouldn't make any money by offering it to DVC members.

As other have posted, free dining has never been offered to Members using points. Some people book a cash trip for this deal, but as DVCMike said- the room rates are actually higher so free dining really isn't "free". I always opt to just use my points.

Disney doesn't offer any discounts on the DDP when using points. However if you looks at the perks there are some restaurants that offer discounts to DVC Members.
