We are going to be at Disney over Halloween. My question is if you do not go to MNSSHP on 10/31 do they offer fun activitites at resorts or other places at Disney on Halloween?

Yes - I've read on another website about trick or treating at Downtown Disney, characters in costume at AK, special activities at Rafiki's Planet Watch, and activities at some of the resorts. I believe this was all info from last year, so it's possible that it won't all be offered this year, but I'm sure there's something going on somewhere! Have fun!
