IllumiNations and Dining

I really want to try Tutto Italia this year at Epcot. Does anyone know if you can see Illuminations if you dine outside of the restaurant? If so, what time would be the best to eat?

You're not going to get a view of Illuminations if you dine at Tutto Italia. The Rose & Crown is your best bet for a view and even then, there are no guarantees. Tokyo Dining has some very limited viewing, I think. Also, you could try counter service at Cantina de San Angel, but plan on getting there very early for a table with a view.
