Entry time for P&P party?

What time can you enter the MK for the P&P party if you don't have a park ticket as well? My sis says it is 7pm but I thought you could get in early like MNSSHP (at like 4 or 5 pm). Can someone clarify?

Event Hard Tickets become valid at 4:00 pm for the day the are issued.

Thusly, 4:00 pm is the earliest one can use only an Event Hard Ticket to enter the park.

4:00 pm is also the earliest Guests already in the park, who have purchased event tickets, can get their wristbands for the party.
