I did not find the Bistro De Paris restaurant listed on the Disney Dining Plan. Is it not participating at all? Or is it a Signature Dining Restaurant?

Bistro does not participate in the DDP. At the France pavillion, only Les Chefs De Cracker Barrel participates.

No, Bistro de Paris is the more gourmet French restaurant upstairs in the France pavillion. It is elegant and much quieter than the Chefs de France downstairs, and is open only for dinner. While Chefs de France serves very traditional French fare (onion soup, etc.), the Bistro de Paris is a bit more inventive. They don't have a children's menu, don't participate in the dining plan, don't take reservations more than 30 days out, and are one of the least-known Disney restaurants - but also one of the best.
