Do you have to be a guest at a Disney resort to get in to the park early to have breakfast at Crystal Palace?

No at the gate they have a list of the people with reservations and you enter a different turnstile than those going for EMHs.

If you are only going to the Magic Kingdom for the day, do you have to have your ticket purchased before going for an early breakfast? Is there a ticket window open before the early time? We are staying on site, but only getting the one day ticket, this time. Thanks

No, absolutely not. The Magic Kingdom parking lot will be open before your reservation time and transportation will be running. When you arrive at the gate, a Cast Member will take your name and admit your group into the park early.

For guests staying on-site, character breakfast buses start running a couple hours before the parks open.

You can purchase your ticket at your hotel. But yes you will need your ticket to enter for breakfast.
