Little Ones Extra Magic Hour

We are visiting in a few weeks with a 3 year old, and we are interested in finding out more about the Little Ones Extra Magic Hour...such as is it only in WDW, does it take place everyday or just on the days that WDW opens an hour early, and are there exact times it starts, such as 8:00? We have already made a schedule of events for each day, but seeing the characters in a play environment sounds like a "can't miss". Thanks for your help!:)
