That's very common.

Most any guest who wants to see Fantasmic! is already IN the theater at least 30 minutes before show-time, anyway.

The late start time gives CM's time to clean the seating area after all the guests have exited after the first show.

Just because a park is "closed" doesn't mean there is no one there. When MGM closes at 10:00 and there is a 10:30 Fantasmic show, it means that all the other shows, rides, shops, restaurants, ect., will be closed by 10:00.
I always get a funny feeling, walking through a closed and otherwise deserted MGM with 5000 other people after Fantasmic.

Yeah MGM has some weird times but yes that is right. ;)
