Top Rides at MGM - Why Next To Each Other?

Has anyone ever figured out why Disney put Rock'N Roller Coaster and Tower of Terror next to each other? It makes no sense to me at all. They're the two most popular attractions at the park and they're side by side! I think it would have helped guest traffic a lot more to put one of them towards the back of the park.

If you look at property maps, there simply was no other direction for them to expand. Directly behind the studios is World Drive, and to the left is a main entrance road coming from World Drive to the parking lot. Obviously you can't expand out the front gates either. That only left the right hand side to expand the park. That's why the Tower of Terror, Rock'N'Rollercoaster, and Fantasmic! are all so close together.
